The City of Hannibal Emergency Management Agency serves as a resource to prepare, respond, and recover from major disasters. The Hannibal Emergency Management Agency’s responsibilities include emergency operations planning, preparedness, coordination of resources, mitigation, public education, and grant administration.

The City operates an Emergency Operations Center, along with an array of operational guidelines, equipment, leadership teams, and contractual arrangements for food, shelter, equipment, and personnel.

The Emergency Management Director reports directly to the city manager and is responsible for emergency preparedness planning, and emergency operations and response functions during disasters. It is the job of the emergency management director to develop and oversee plans and operations that will prevent injury and minimize damage caused by natural disasters.
